Five of Nigeria’s most digitally progressive states, Lagos, Kaduna, Delta, Kogi and Osun have emerged as frontrunners for the highly coveted Digital Government of the Year Award at the 2026 Titans of Tech Africa Awards (TOTA) – Quantum Shift, scheduled to hold on Friday, July 17, 2026, at the Ballroom, Oriental Hotel, Victoria Island, Lagos.
The announcement was made by Don Pedro Aganbi, Convener of the Titans of Tech Africa Awards, who confirmed that the nominated state governments have been formally notified following an extensive research and evaluation exercise conducted by the Titans of Tech Research and Intelligence Unit.
According to Aganbi, the Digital Government of the Year Award recognises state governments that have demonstrated exceptional leadership in leveraging digital technologies to improve governance, modernise public service delivery, enhance transparency, strengthen accountability, expand citizen engagement, and accelerate socio-economic development.
“Technology has become the engine of modern governance. Governments that embrace digital transformation are not only improving efficiency but also creating smarter, more transparent, citizen-centric institutions capable of driving sustainable development,” Aganbi said.
He noted that the Titans of Tech Africa Awards was established to recognise the visionaries, institutions, innovators, policymakers, and organisations shaping Africa’s digital future through transformational leadership and technology-driven innovation.
“State governments remain among the largest investors and users of information and communications technology in Nigeria. Their investments in broadband infrastructure, e-government platforms, digital identity, smart city initiatives, revenue automation, health technology, education technology, cybersecurity, and public sector innovation deserve national recognition.”
Beyond the Digital Government category, several other prestigious honours will be keenly contested at this year’s awards, including:

Aganbi further disclosed that the Awards Advisory Committee has adopted one of the industry’s most transparent assessment frameworks, with nominees evaluated through a rigorous, research-driven process based on clearly defined performance indicators.
The evaluation criteria include innovation and originality, measurable impact on digital transformation, quality of service delivery, technological advancement, citizen value creation, sustainability, market acceptance, operational excellence, leadership, integrity, strategic vision, local content development, industry influence, and overall contribution to Nigeria’s digital economy.
“The credibility of the Titans of Tech Africa Awards rests on a transparent, merit-driven evaluation process. Winners emerge through independent research, industry validation, and objective assessment—not through nominations purchased or influenced by external interests,” Aganbi added.
The awards ceremony will be preceded by the Titans of Tech Conference & Expo (TOTCE 2026) under the theme: “Quantum Shift: Building a Trusted, Intelligent and Inclusive Digital Future.”
The conference will convene governors, ministers, heads of government agencies, regulators, lawmakers, technology executives, investors, development partners, telecommunications operators, enterprise leaders, innovators, startups, academia, and digital economy stakeholders to explore the next phase of Africa’s technology revolution.
Since its inception in 2004, the Titans of Tech Africa Awards has grown into one of Africa’s foremost platforms for recognising excellence in technology, innovation, digital governance, telecommunications, financial technology, enterprise transformation, artificial intelligence, cybersecurity, and digital infrastructure development.
