    Monitoring Nigeria’s Cyberspace Before, During, and After the 2023 Gubernatorial and State Assembly Elections

    The Honourable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim (Pantami), FCIIS, FBCS, FNCS, wishes to bring to the attention of the digital economy stakeholders and the general public the Ministry’s activities before, during, and after the 2023 Gubernatorial and State Assembly elections.

    It may be recalled that on the 14th March, 2023, the Office of the Honourable Minister of Communications and Digital Economy released a Press Statement regarding the activities of the Ministry and its parastatals before, during and after the Presidential and National Assembly elections. As a follow up to that and in line with the Ministry’s mandate as well as in our efforts aimed at supporting the initiatives of securing the Nigerian cyberspace, the Honourable Minister directed the Ministerial Standing Committee on Advisory Role for the Protection of Nigerian Cyberspace and ICT Infrastructure to further enhance the cyberspace surveillance activities of the three cybersecurity Centres of the National Information Technology Development Agency (NITDA), Nigerian Communications Commission (NCC) and Galaxy Backbone Limited (GBB).

    It may also be recalled that the Committee, inaugurated by the Honourable Minister on the eve of the Presidential and National Assembly elections, was charged with the following responsibilities, among others:

    Monitoring of Telecommunication Infrastructure for the successful conduct of the 2023 General Elections:

    1. Developing and implementing plans to enhance the resilience of critical digital infrastructure against cyber threats;
    2. Designing procedures and using technologies to prevent, detect, and respond to cyber-attacks, as well as developing the ability to quickly recover from any damage that is done;
    3. Developing a comprehensive risk assessment, analysing the nation’s current cybersecurity capabilities, and identifying gaps that need to be addressed; and
    4. Providing professional advice to the Government on the effective utilisation of digital technologies in the conduct of the 2023 General Elections.

    Based on Honourable Minister’s directives, the Committee provided close oversight on the activities of the cybersecurity Centres, from Friday 17th March, 2023 to Monday 20th March, 2023. During this period and as previously reported, a series of hacking attempts were recorded, including Distributed Denial of Service (DDoS), email and Internet Protocol Spoofing (IPS) attacks, SSH Login Attempts, Brute force Injection attempts, Path Traversal, Detection Evasion, and Forceful Browsing. A total of 3,834,244 attacks were recorded, originating from both within and outside Nigeria. Daily breakdown of these attacks are:

    1. Friday 17th March, 2023:  1,046,896
    2. Saturday 18th March, 2023:  1,481,847
    3. Sunday 19th March, 2023:    327,718
    4. Monday 20th March, 2023:    977,783

    It is interesting to note that the activities of cyberthreat actors on the Nigerian cyberspace during the Gubernatorial and State Assembly elections are much lower than those during the Presidential and National Assembly elections. This is neither surprising nor unexpected as, Nigeria being Africa’s largest democracy, the Presidential and National Assembly elections are bound to attract much attention of everyone, including cyberthreat actors, than during the Gubernatorial and State Assembly elections.

    Furthermore, the Honourable Minister is confident that the implementation of some recommendations as well as measures taken to fortify our cyber defence mechanisms might have helped in this.

    The Honourable Minister reiterates that these attainments would not have been possible without the continued support of President Muhammadu Buhari, GCFR in particular, and the administration in general, towards ensuring Nigeria’s successful transition into the digital economy.

    The digital economy sector has enjoyed Mr President’s unprecedented support and it is highly appreciated.

    How Nigerian Government Countered Over 1.2m Cyber Attacks During 2023 Elections

    The Nigeria Information Technology and Shared Services provider, Galaxy Backbone Limited, says it countered over 1.2 million attempted cyber attacks during the 2023 Presidential and National Assembly elections on the 25th of February.

    According to its Managing Director, Muhammad Abubakar, during a ministerial training for its Board members and Management Staff in Abuja with the theme: “positioning the Agency’s Team for Effective Management and Leadership in the 4th Industrial Revolution,” the centre recorded more than 200 cyberattacks on election day, with that number sporadically increasing to 1.2 million the following day while collation was going on.

    This was amidst the widespread failures and challenges encountered by the IReV, which resulted in its ability to transmit the presidential election results online, forcing the Independent National Electoral Commission (INEC) to transmit the results offline to its portal for viewers to access just as the elections came to a close. “Because of the elections, we came up with a business community and Cyberspace protection that is supposed to run for one month and at least one week after the Gubernatorial elections. On election day alone, cyber-attacks cost $4b and how did we get to that, We have a reference, a single cyber attack cost $18,000 as of December 2023,”

    However, the Managing Director did not disclose if the IReV infrastructure’s whole or partial downtime was caused by the cyberattacks or the numerous efforts it repelled.

    Nonetheless, he pointed out that the agency established a business community and Cyberspace protection committee to ensure Nigeria’s cyberspace is secure for the 2023 general election while acknowledging its accomplishments.

    In his remarks, the Minster of Communication and Digital Economy, Prof. Isa Pantami said that the training evaluated and recalibrated Galaxy Blackbone LImited regarding Leadership and Management for optimal outputs.

    “Training is key when it comes to improving our performance, and at the same time, training is key when it comes to our self-evaluation, self-judgement, and self-assessment”, the minister said

    2023 General Elections: Pantami Inaugurates Committee for Cyberspace and ICT Infrastructure Protection

    The Honourable Minister of Communications and Digital Economy, Prof. Ali Ibrahim Pantami yesterday ( 23rd Feb) in Abuja, inaugurated a Committee led by the Chairman of the Nigerian Communications Commission (NCC), Prof. Adeolu Akande, to advise the Federal Government on appropriate measures to take in protection of the nation’s cyberspace and ICT infrastructure from potential attacks especially during the 2023 General Elections.

    The Minister, who represented President Mohammadu Buhari, announced that constitution of the Committee was on the directive of Mr. President that he puts in place, a committee that will work to coordinate computer security centres in the Information and Communication Technology (ICT) industry in collaboration with other relevant institutions towards intercepting potential cyber-attacks.

    He said with the increased role of ICT in online activities, and its crucial role in the conduct of the 2023 General Elections, in line with the Electoral Act, as amended, the job of the Committee will assist the nation in conducting a free, fair and credible elections.

    He directed the Committee, to which he also belongs alongside the Executive Vice Chairman of NCC, Prof. Umar Garba Danbatta, and the Director General of National Information Technology Development Agency (NITDA), Mr. Kashifu Abdullahi, among other CEOs in the ministry, to work round-the-clock from Friday, February 24, 2023 till the morning of Monday, February 27, 2023.

    He said the Committee will also ensure it receives complaints around any attacks to critical infrastructure and ensure such complaints are escalated to relevant institutions, public or private, for necessary remedial actions. The CEO of Galaxy Backbone, Prof. Mohammad Abubakar, and the Special Assistant to the Hon. Minister on Digital Economy, Prof Aminu Ahmad, are members of the Committee, including key directors in the agencies.

    “Our main responsibilities in this Committee are more of advisory. Firstly, when it comes to intercepting potential attacks that may come to our cyberspace. The Committee will  coordinate the NCC’s Computer Security Incident Response Team at NCC; the Computer Emergency Readiness and Response Team at the National Information Technology development Agency (NITDA) and the Galaxy Backbone’ National Cybersecurity Centre.

    “These three centres must work together, complement each other and ensure they intercept any potential attacks on our cyberspace particularly on our Critical Infrastructure during the election so that we could either take action or provide necessary advice to the government,” Pantami said.

    He said the Committee will work closely with institutions such as the Office of the National Security Adviser (ONSA), the Central Bank of Nigeria (CBN), the Independent National Electoral Commission (INEC), mobile network operators (MNOs), among others, to collectively safeguard the Nigeria’s cyberspace from potential attacks or cases of vandalism and fibre cuts during the election.

    “The challenges of protecting our cyberspace is a collective national responsibility; it is a national assignment. As a sector, we would play our own responsibility objectively and professionally. We would work collectively rather than working individually as agencies since we are in the same sector,” he added.

    Chairman of the Advisory Committee, Prof. Adeolu Akande, expressed gratitude to the Hon. Minister for finding him and others worthy to be saddled with the very important national assignment, and assured the Hon. Minister of the readiness of the Committee to work hard towards delivering on its mandates of ensuring, in advisory capacity to the Federal Government and other relevant institutions, the protection of the nation’s cyberspace and ICT infrastructure during the elections.

    “The committee members will do everything in their capacity to deliver on their Terms of Reference,” he said.
