    Senator Arise Flays NIMC’s Proposed General Multipurpose ID Card Initiative

    Sen. Ayodele Arise, a former Nigerian senator representing Ekiti North constituency, has advised the National Identity Management Commission (NIMC) to prioritize its core mandate of national identity registration and refrain from venturing into the issuance of multipurpose payment cards.
    In an interview monitored on TechTvng, Sen. Arise who is the Chairman of Cards Technologies Limited, a pioneer in the card technology space, expressed concerns regarding the proposed multipurpose card, arguing that it would create unnecessary complications and potentially harm the Nigerian economy.
    While emphasizing that the issuance of financial cards is the established domain of banks globally, the former Senator stated: “Just like the Social Security system in the US, NIMC should just take the registration of Nigerians.
    The banks everywhere in the world are the ones issuing financial cards to their people. So NIMC is not going to become a financial institution, and I don’t see how they want to manage, you know, the fallout of this multi-purpose card.”
    He highlighted several potential drawbacks, including the loss of revenue for state governments from driver’s license issuance, and the logistical challenges of managing multiple bank accounts on a single card. Sen. Arise also raised concerns about security risks, suggesting that a single compromised card could expose a user’s entire financial and personal information.
    “If somebody gets hold of one card and can crack into it, that person has cracked into your bank, has cracked into your details as an individual,” he warned.
    The former Senator, who is reputed to have brought Mastercard to Nigeria criticized past attempts by NIMC to partner with banks on card branding, arguing that it created an uneven playing field for financial institutions. He advocated for NIMC to concentrate on expanding national identity registration coverage, aiming to capture as many Nigerians as possible.
    “The focus now should be, let us get as many people as possible registered, having the national ID, national number,” he said, noting that a significant portion of the population remains unregistered.
    He further argued that the current system, where individuals possess separate bank cards, driver’s licenses, and national identity cards, is efficient and aligns with international best practices.
    He also questioned the logic behind unifying all services onto one card, suggesting it would create unnecessary complexity.
    “The person that has his debit card today can go to any bank collect money that does not disturb the fact that his card is in his pocket,” Sen. Arise stated. “And that card, you can put a BVN number on it, or the multi-purpose one, you can put a driver’s license number on it.”
    While acknowledging that the government would not bear the direct cost of the multipurpose card as users would pay for it, he maintained that the initiative was unnecessary and potentially detrimental.
    He reiterated that the issuance of driver’s licenses should return to the state government to increase their internally generated revenue and that the federal government should not attempt to centralize services that are best handled at the state level.
    “Let them focus on issuing national identity cards, and be sure that we can understand that that’s your national identity card,” he concluded.

    Nigeria’s NIN Enrolment Hits 117.3 Million

    Data from the National Identity Management Commission (NIMC) has revealed that enrolment for the National Identification Number (NIN) rose to 117.3 million as of February 28, 2025.

    The Director-General of the NIMC, Abisoye Coker-Odusote, had put the figure of enrolment at 110 million as of September last year.

    This indicates that the NIN database has grown by over seven million in the last five months.

    In terms of the gender distribution of the enrolees, the NIMC data reveals that 66.2 million, representing 56.5% of Nigerians so far captured in the NIN database are male, while 51.07 million, representing 43.5% are female.

    Top states with NIN enrolees
    According to the latest data, Lagos State maintained the top spot by recording the highest number of enrolments in the country with 12.6 million Nigerians captured in the State.

    Lagos was followed by Kano State, which recorded 10.2 million registered NIN, while Kaduna came third with 6.9 million.

    Going by data from the National Bureau of Statistics (NBS), Lagos and Kano are the two most populous states in Nigeria.
    NIMC’s figures also show that these two states have maintained the lead in NIN enrolment since the beginning of the exercise.

    Aside from Lagos, Kano, and Kaduna, other states that made the top ten in terms of the number of enrolments include Ogun with 4.9 million; Oyo with 4.5 million; Katsina with 4 million; FCT with 3.7 million; Rivers with 3.5 million; Delta 3.1 million, and Bauchi with 3 million.

    NIMC data shows that the 10 states with the lowest NIN enrolees are: Imo 2 million; Kwara 2 million; Enugu 1.9 million; Kogi 1.9 million; Yobe 1.8 million; Taraba 1.7 million; Cross River 1.3 million; Ekiti 1.1 million; Ebonyi 990,775; and Bayelsa 758,111.

    What you should know
    Nigeria through the World Bank’s Digital Identity for National Development (ID4D) project is currently striving to register all its citizens in the NIN database.

    Last year, the country missed the deadline set by the World Bank to capture at least 148 million Nigerians by June 30. This led to the extension and restructuring of the project by the World Bank
    According to the Bank, the extension was necessary to guarantee the complete disbursement of the $430 million pledged for the project by the financiers.

    The project is being co-financed by the French Development Agency (AFD), and the European Investment Bank (EIB).

    With the restructuring of the project, the Bank said the closure has now been extended by two years to June 30, 2026.

    It noted that the extension became necessary for the project to respond to the increasing demand for an inclusive and trusted digital ID system that will strengthen the transparency, efficiency, and effectiveness of governance and the delivery of public services and programs.

    The National Identity Management Commission (NIMC) and the Nigerian Communications Commission (NCC) are pleased to announce a strategic collaboration aimed at enhancing processes related to the National Identification Number (NIN)-SIM linkage.

    In recent times, the NIN-SIM linkage exercise has become subject of national discourse, reflecting the critical importance of aligning SIM registrations with individuals’ unique national identification numbers. Recognising the significance of this initiative in enhancing security and improving service delivery, both NIMC and NCC are committed to improving processes and enhancing efficiency.

    Under this collaboration, NIMC and NCC will work closely to explore synergies and leverage each other’s expertise and resources in the following key areas:

    1. ⁠Streamlining the NIN-SIM Linkage Process: NIMC and NCC will collaborate to ensure a seamless experience for Nigerian telecommunication subscribers. This includes exploring innovative approaches to facilitate the swift verification and authentication of NINs during SIM registration and activation processes.

    2. Capacity Building and Public Awareness: Both agencies will collaborate on initiatives aimed at enhancing public awareness and understanding of the NIN-SIM linkage requirements. This includes educational campaigns, training sessions for stakeholders, and the dissemination of accurate information to the public to encourage compliance with the linkage directives.

    3. Data Verification and Validation: NIMC will continue to extend its support to NCC by providing assistance in verifying National Identification Numbers (NINs) associated with SIM registrations. Leveraging NIMC’s robust database and authentication infrastructure, telecommunication operators will validate submitted NINs while ensuring the accuracy and integrity of subscriber data.

    4. Policy Harmonisation and Regulatory Framework: NIMC and NCC will collaborate on aligning policies and regulatory frameworks to facilitate the seamless integration of NIN-SIM linkage processes within the telecommunications ecosystem. This includes harmonising data protection and privacy regulations to safeguard the confidentiality and security of subscriber information.

    Both NIMC and NCC are committed to fostering a collaborative and transparent partnership that prioritises the interests of Nigerian citizens and promotes national development. By pooling our resources and expertise, we aim to overcome the challenges associated with the NIN-SIM linkage exercise and ensure its continued successful implementation.

    Nigerian Troops Arrest Fake NIMC Officials for Enrolling Foreigners for NIN in Niger Republic

    Two suspected fake National Identity Management Commission (NIMC) officials have been arrested in Niger Republic for allegedly enrolling non-Nigerians for National Identity Number (NUM).

    The Director of Defence Media Operations, Major General Musa Danmadami disclosed this during the biweekly briefing at the Defence Headquarters where he highlighted the achievements recorded by the military between October the 6th and 20th, 2022.

    It was revealed that the suspects had visited Gagamari IDP camp in Niger Republic to register non-Nigerians in the IDP camp.

    Items recovered from the suspects include National Identification Number (NIN) registration machine, printing machine, laminating machine, a computer tracking machine and a generator set among other items.

    Consequently, during the weeks in focus, 31 suspected Boko Haram/Islamic State of West Africa Province members were neutralized, while 10 were arrested and 2 civilians rescued.

    Furthermore, a total of 366 Boko Haram Terrorists and their families comprised of 23 adult males, 112 adult females and 231 children surrendered to troops at different locations within the theatre.

    According to the military spokesman, all recovered items, arrested terrorists, logistics suppliers and rescued civilians have been handed over to the appropriate authority for further action while the surrendered Boko Haram/Islamic State of West Africa Province terrorists and their families are being profiled for further action.

    General Danmadami said during the period under review, thirty-one suspected Boko Haram and Islamic State of West Africa Province members were neutralized, ten were arrested and two civilians were rescued while a total of three hundred and sixty-six (360) Boko Haram terrorists and their families surrendered to troops at different locations.

    NIN-SIM Linkage: NIMC Captures 89m Nigerians in Database

    National Identity Management Commission (NIMC) on Thursday said more than 89 million persons had been recorded in the ongoing nationwide National Identity Number (NIN) enrolment.

    The Director-General of NIMC, Mr Aliyu Aziz, disclosed this at a press conference ahead of the 4th National Identity Day scheduled for Friday in Abuja.

    The theme of this year’s celebration is: ‘Traditional Institutions as Critical Stakeholders for Citizens Mobilization’.

    He said there was an addition of 82 million to the seven million he met when he assumed office in November, 2015.

    Aziz said as part of activities to commemorate the day, the commission will be partnering with traditional institutions to reach out to the grassroots.

    In this year’s Identity Day, we are partnering with the traditional institutions and their leaders to create awareness on NIN enrolment.

    ” Since then, we have been growing the database at the average of two to three million monthly.

    ” The 89million are the mainstream people so there are still remaining the local people in village, petty traders, market people and artisan in rural areas across the country. NIN is the right of everyone,” he said.

    Aziz said Identity was a tool for empowerment and greater use of digital Identity can help bring development and coordination for better delivery of government services.

    He said the commission had increased its equipment upgrade from 1000 to 29,000 nation wide, urging the new enrollees to always go with literate people to reduce errors in the process of their enrolment.

    Aziz attributed the collapse of their data centres to the equipment upgrade and assured that the commission had acquired more equipment to improve on the enrolment exercise.

    He promised that the commission would soon allow people to to do independent modification of their data through NIMC app as soon as they were through with the integration.

    The Director-General, who said the commission charges some stipends for modification of biodata of enrollees, however, reiterated that the enrolment was free for every citizen and legal residents.

    He urged the media to sustain the campaign of educating the populace in the hinterland, particularly in local languages.

    The News Agency of Nigeria (NAN) reports that United Nations had set a target of achieving Identity for all persons by year 2030 and Nigeria was the first country to commemorate the ID Day since 2018.

    Prof. Isa Ali Ibrahim (Pantami) is the Honourable Minister of Communications and Digital Economy of the Federal Republic of Nigeria.
