2027 Elections: INEC Integrates NIN To Audit, Verify Voter Register

The Independent National Electoral Commission (INEC) has integrated the National Identification Number (NIN) into its voter registration system as part of efforts to audit, verify and clean up Nigeria’s national voter register ahead of the 2027 general elections.

INEC Acting Chairman, Prof. Rhoda Gumus, disclosed this on Tuesday while receiving members of the African Union (AU) Pre-Election Needs Assessment Mission at the Commission’s headquarters in Abuja.

According to Gumus, the initiative is being implemented through INEC’s collaboration with the National Identity Management Commission (NIMC) and the Commission’s Continuous Voter Registration (CVR) portal.

“Through our strategic collaboration with the NIMC and the implementation of our continuous voter registration portal, we have systematically integrated NIN to audit, verify, and clean our national voter register,” Gumus said.

NIN Integration Targets Voter-Register Accuracy
The integration gives INEC an additional digital identity-verification mechanism as the Commission works to improve the accuracy and integrity of its voter database.

NIMC describes the NIN as a unique identifier linked to an individual’s biometric and demographic information. Its identity-management infrastructure is designed to support the identification of individuals and help address duplicate identity records.

The development builds on an existing collaboration between INEC and NIMC. In September 2025, INEC announced that both agencies were working together to provide NIN enrolment opportunities at selected voter registration centres, with the broader objective of strengthening identity management and electoral processes.

INEC Prepares For Voter-Register Revalidation
The NIN integration comes as INEC steps up preparations for the 2027 elections and moves to strengthen the national voter register.

The Commission has previously announced plans for a nationwide voter-register revalidation exercise, with concerns including duplicate registrations, registration by ineligible persons, deceased voters and incomplete or inaccurate records forming part of the clean-up effort.

INEC’s public voter information platform currently lists more than 93 million registered voters and about 176,000 polling units, highlighting the scale of the electoral database ahead of the 2027 polls.

Technology at the Heart of 2027 Election Preparations
The NIN initiative adds another layer to INEC’s growing use of technology across Nigeria’s electoral process.

The Commission has deployed technologies including the Bimodal Voter Accreditation System (BVAS) and the INEC Result Viewing Portal (IReV), while its leadership has also discussed reviewing the Commission’s electoral technology infrastructure ahead of 2027.

The integration of digital identity with voter-registration data could potentially give INEC a stronger framework for identifying inconsistencies and improving the quality of its register.

However, its effectiveness will depend on the accuracy and interoperability of identity data, seamless coordination between INEC and NIMC, robust data-protection safeguards and public participation in the verification process.

With Nigeria’s registered voter population already above 90 million, the integrity, security and reliability of the voter register will remain a central component of the country’s electoral technology infrastructure as the 2027 elections approach.

The integration of NIN into the voter-registration architecture consequently marks another significant step in Nigeria’s evolving digital approach to electoral administration.
