Ndukwe: The Man Who Connected Nigeria To The World Backs eWorld Forum

Dr Ernest Ndukwe, former Executive Vice-Chairman of the Nigerian Communications Commission (NCC) and Chairman of MTN Nigeria, has expressed support for the eWorld Forum and confirmed his attendance as Special Guest of Honour at the landmark event celebrating 25 years of Nigeria’s GSM revolution.

Widely regarded as one of the principal architects of Nigeria’s telecommunications transformation, Ndukwe was at the centre of the historic decisions that laid the foundation for the country’s mobile communications revolution.

“I will attend by the grace of God,” Ndukwe told the organisers of the eWorld Forum, confirming his participation.

As NCC Executive Vice-Chairman from 2000 to 2010, Ndukwe assumed leadership of the sector at a defining moment. Nigeria had endured decades of inadequate telephone infrastructure, with fixed-line services reaching only a tiny fraction of the population.

Then came the opportunity to change the story.

The GSM Choice

One of Ndukwe’s defining contributions was his conviction that GSM technology offered the pathway to a truly connected Nigeria.

At a time when CDMA and other competing technologies were being strongly advocated, Ndukwe backed GSM a decision that would prove consequential in determining the technological foundation of Nigeria’s communications future.

His vision was simple but ambitious: the telephone should be for everybody the rich and the poor.

He wanted telecommunications access to move beyond the privileged few and become an everyday reality for ordinary Nigerians.

But choosing GSM was only the beginning. Ndukwe also had to create the regulatory and investment framework capable of turning the technology into a functioning national network.

Standing Firm When the Process Was Tested

One of the defining moments came when powerful interests attempted to derail the licensing process while an international audience was watching.

Ndukwe stood his ground.

He insisted that the process must proceed, helping protect the credibility of Nigeria’s telecommunications reform programme at a critical moment when the country was seeking to attract billions of dollars in international investment.

It was leadership under pressure and one of the many difficult decisions that helped shape the telecommunications industry Nigeria knows today.

The Licence That Changed Nigeria

Under Ndukwe’s leadership, the NCC pursued a competitive licensing process designed to attract serious investment and establish a sustainable telecommunications industry.

The landmark auction produced a historic outcome, with MTN emerging as the highest bidder with a $285 million offer for a GSM licence, while Econet Wireless also emerged as a successful bidder.

The licences opened the door to the massive network investments and nationwide rollout that would fundamentally transform Nigeria.

The impact was extraordinary.

The mobile phone moved from being a symbol of privilege to becoming an indispensable tool for communication, commerce, banking, education, entertainment and access to information.

The GSM revolution ultimately helped create the foundation for today’s fintech, e-commerce, digital media, broadband and wider digital economy.

A Friend of the Nigerian IT Press

Ndukwe’s legacy also extends beyond telecommunications regulation. For many Nigerian technology journalists and publishers, he remains a figure they will not easily forget.

At the dawn of the digital revolution, specialist technology publications faced serious commercial challenges. Many were documenting an emerging ICT industry while struggling with limited advertising revenue.

During that period, the NCC under Ndukwe provided regular advertising patronage to Nigerian technology publications, helping specialist media platforms survive and continue reporting on the country's rapidly expanding technology sector.

For many publishers and journalists, that support was more than advertising. It was a lifeline. It helped sustain the media platforms chronicling the policies, licensing decisions, investments, network roll-outs, innovations and personalities behind Nigeria’s technology transformation.

In that sense, Ndukwe was not only helping build the telecommunications industry; he was also helping sustain the journalism that documented its emergence.

A Revolution Still Unfolding

Twenty-five years after Nigeria’s GSM revolution began, its consequences are everywhere. From the ubiquitous mobile phone to digital banking, fintech, e-commerce, social media and broadband, the decisions made at the dawn of the GSM era continue to shape Nigeria’s economy and society.

The revolution did not merely change how Nigerians made telephone calls.

It changed how Nigeria connected with itself and with the world.

It created new industries, transformed existing ones, opened opportunities for millions of Nigerians and connected communities previously excluded from the national and global economy.

It is against this historic backdrop that the eWorld Forum will bring together pioneers, policymakers, investors, operators, technology entrepreneurs, journalists and other key stakeholders to reflect on 25 years of Nigeria’s GSM revolution and celebrate the people and decisions that made it possible.

At the centre of that conversation will be Ernest Ndukwe the regulator who made difficult calls, stood firm when the process was tested, championed GSM as the pathway to mass connectivity and helped lay the foundation for Nigeria’s digital economy.

For many Nigerians, the GSM revolution began with a licence.
