    It was an evening of glamour, prestige and celebration at the 2025 Titans of Tech Awards, as Nigeria’s most impactful technology leaders were honoured for their trailblazing contributions to the nation’s digital evolution.

    With the theme “Game Changers – Shaping the Future of Technology,” the event attracted the crème de la crème of industry, government and enterprise.

    Among the evening’s highest honours was the Lifetime Achievement Award, presented to Distinguished Senator Ayo Arise, a pioneering figure fondly referred to as “The Cardinal of Cards” and “The Digital Statesman.”

    The Cardinal of Cards: A Legacy of Innovation
    In a moving citation titled “Senator Ayo Arise – The Cardinal of Cards,” the award celebrated his seminal role in shaping Nigeria’s tech landscape. A titan in the nation’s digital transformation, Senator Arise has been a visionary force in ICT innovation, policy, and enterprise.

    His journey began in the United States, where he pursued a deep passion for technology, earning certifications in CompTIA A+, Computer Hardware Engineering, and becoming a Microsoft Certified Professional. He also holds a Master’s degree in Urban and Regional Planning from Alabama A&M University.

    As founder of Cards Technology Limited (CTL)—recognized by the Central Bank of Nigeria as a Value Added Service Provider—Senator Arise led one of Sub-Saharan Africa’s earliest breakthroughs in fintech. CTL launched the region’s first Third-Party Processing Facility for MasterCard International, enabling Nigerian banks to issue MasterCards locally and sparking a surge in e-commerce and digital payments.

    Beyond fintech, Senator Arise is also the Chairman/CEO of File Solutions Limited, a leading tech company delivering biometric solutions, data enrolment, and forensic database management. File Solutions has played a vital role in strengthening Nigeria’s national security architecture through identity management, biometric integration, and large-scale ICT projects across public and private sectors.

    Senator Arise has consistently blended policy and technology, serving as a founding member of Nigeria’s Committee on Guidelines for Electronic Commerce and contributing globally via the Imaging Association of America.

    Lagos Partners with China’s Guangdong to Boost Tech Innovation and Blue Economy Development

    Lagos State Government has announced a strategic partnership with China’s Guangdong Province to accelerate growth in technology and the blue economy sectors, in a move aimed at improving the economic welfare and quality of life for Lagos residents.

    The Secretary to the State Government (SSG), Mrs. Bimbola Salu-Hundeyin, made this known on Friday during a courtesy visit by Mr. He Rusheng, Deputy Director General of the Foreign Affairs Office of Guangdong Province, at her office in Ikeja.

    Speaking on behalf of Governor Babajide Sanwo-Olu, Salu-Hundeyin stated that the partnership will span key sectors including technology, culture, tourism, and marine-based economic initiatives, all aimed at deepening economic ties and unlocking sustainable development opportunities.

    “Lagos is a state without borders when it comes to international collaborations. We are always open to partnerships that deliver measurable benefits,” she emphasized.


    📄 MoU in Progress to Drive Foreign Investment

    The partnership will be formalized through the signing of a Memorandum of Understanding (MoU) between Lagos State and Guangdong Province. This agreement is expected to boost foreign direct investments (FDIs) and open new frontiers for innovation and economic cooperation.

    Salu-Hundeyin added that Lagos is no stranger to working with Chinese provinces, reiterating the state’s commitment to mutually beneficial international collaborations that drive measurable impact.


    🇨🇳 Guangdong Reaffirms Commitment to Lagos

    Mr. He Rusheng, who also serves as Vice President of the Guangdong People’s Association for Friendship with Foreign Countries, expressed enthusiasm about restarting the partnership efforts that were previously disrupted by the COVID-19 pandemic.

    He described Lagos as a strategic African hub with economic parallels to Guangdong, making the state a valuable partner for innovation, trade, and development.

    “We want to strengthen ties and fast-track joint projects. Lagos is a gateway to Africa, and Guangdong is ready to work closely to support businesses and economic growth,” Rusheng said.


    🏛️ Nigeria-China Bilateral Commitment Strengthens

    The renewed Lagos–Guangdong alliance comes in the same week Nigeria and China reaffirmed their broader bilateral ties at the Nigeria-China Sustainable Business, Bilateral Trade and Investment Summit held in Lagos.

    At the summit, Speaker of the House of Representatives, Tajudeen Abbas, praised China’s role in Nigeria’s infrastructure development, citing key investments in roads, railways, and airports as aligned with Nigeria’s economic diversification goals.

    The Nigeria Data Protection Commission (NDPC) has slammed a hefty fine of ₦766.24 million on MultiChoice Nigeria, the operator of DStv and GOtv, for breaching the data privacy rights of Nigerian subscribers and their contacts.

    In a statement issued on Sunday and signed by Babatunde Bamigboye, NDPC’s Head of Legal, Enforcement, and Regulations, the Commission revealed that the fine followed a detailed investigation launched in Q2 of 2024.

    According to the NDPC, the investigation uncovered serious violations of the Nigeria Data Protection (NDP) Act, including the unauthorized processing of subscribers’ personal data, data belonging to non-subscribers (friends of subscribers), and the illegal cross-border transfer of sensitive information.

    “The depth of data processing by MultiChoice is patently intrusive, unfair, unnecessary, and disproportionate. This is a grave affront to the fundamental right to privacy as guaranteed under Section 37 of the 1999 Constitution of the Federal Republic of Nigeria,” the Commission stated.

    NDPC further emphasized that these violations have far-reaching implications for national security, rule of law, and economic growth, underscoring Nigeria’s right to assert data sovereignty in accordance with international and domestic laws.

    Although MultiChoice was directed to implement remedial measures, the Commission described the company’s response as unsatisfactory. Consequently, it imposed the ₦766.24 million fine for non-compliance with the provisions of the NDP Act.

    In addition, Vincent Olatunji, the National Commissioner of NDPC, has ordered an investigation into all channels through which MultiChoice collects personal data, warning that any entity found in violation of the Act will be held accountable.

    “Any outlet processing Nigerians’ data in violation of the NDP Act is liable to penalties under the law,” Olatunji asserted.

    The Nigerian Communications Commission (NCC) has issued a strong ultimatum to telecom tower operators across the country: fix network quality issues by August or face regulatory penalties.

    This directive, handed down by NCC Executive Vice Chairman, Dr. Aminu Maida, was delivered at a high-level industry meeting held Thursday in Abuja. Key tower infrastructure providers like IHS Towers, American Tower Corporation (ATC), and Pan-African Towers were present, alongside representatives from mobile network operators (MNOs).

    The session focused on tackling persistent issues—ranging from poor power supply and equipment failures to inadequate site support—that continue to disrupt internet quality nationwide.

    “That’s more than enough time for all parties to align with the performance standards expected of them,” Maida said, referring to new regulations implemented in August 2024 that extended quality-of-service responsibilities to tower operators, not just mobile networks.

    Tower companies, or TowerCos, provide the physical backbone for Nigeria’s mobile connectivity. They own and manage the cell towers and related infrastructure used by MNOs like MTN, Airtel, and Glo to deliver voice and data services. However, growing complaints about network downtimes, dropped calls, and frozen data sessions have spotlighted weaknesses at the infrastructure level.

    “When there’s no power, the radios shut down. If the power fluctuates, the radios restart, and that leads to dropped calls, frozen data sessions, and frustrated customers,” said one stakeholder who attended the meeting.

    NCC Tightens Oversight

    Under its revised Quality of Service (QoS) framework, the NCC now mandates that TowerCos meet specific Key Performance Indicators (KPIs), similar to their mobile network counterparts. As part of its enforcement strategy, the Commission has launched a Major Incident Reporting Portal, requiring public disclosure of service outages, and is developing online performance dashboards for transparency and consumer awareness.

    Tower providers have previously blamed delayed payments from MNOs for service lapses, citing cash flow challenges that prevent timely site maintenance and investment in power backup systems. But the NCC is no longer buying that excuse.

    “Operators must fulfill both their technical and financial responsibilities,” Maida said, warning that poor service delivery—regardless of internal disputes—will attract consequences.

    Nigeria’s Tower Landscape

    • IHS Towers: Controls between 16,000–19,000 sites, or about 62% of co-located telecom infrastructure.

    • American Tower Corp (ATC): Operates roughly 8,270 towers.

    • Pan-African Towers: Manages 760 to 1,000 mostly domestic sites.

    As these firms dominate Nigeria’s connectivity infrastructure, the NCC’s August deadline raises the stakes for swift improvements across board.
